Certified Platform invoicing

Final registration obtained in two stages

The landscape of Approved Platforms is highly diverse: some ERP vendors offer end-to-end integrations, EDI operators focus on transporting data flows, while Open Bee stands out as one of the few players relying on a global document management approach that covers administrative documents as a whole.

This final registration, obtained in mid-January 2026, confirms Open Bee’s technological strength. The lifting of reservations took place in two stages: interoperability with the Public Invoicing Portal (PPF) in France on the one hand, and interoperability with other Approved Platforms on the other.

To date, the French tax authorities have validated more than one hundred Approved Platforms. This reflects the government’s intention to promote an open and diversified ecosystem to support more than 7 million VAT-registered businesses in France, and therefore impacted by the e-invoicing reform in France.

« This final registration confirms the robustness of our platform and our ability to support businesses through this structuring transformation , » emphasizes Vincent Boyer, Open Bee’s Director of Business Development.

This final registration positions Open Bee as a benchmark player in the e-invoicing market in France.

What are the requirements to become an approved platform?

Obtaining final registration as an Approved Platform is not a simple administrative declaration. The framework set by the French tax authorities is strict and governed by the French General Tax Code.

To be registered, a platform must in particular:

Ensure a high level of data security

The registration file must demonstrate:

The platform must also commit not to transfer data outside the European Union.

Provide a compliance audit

Within the year following registration, the platform must commission an independent audit by a specialized organization.
This audit covers compliance points defined by ministerial order and aims to verify the effective fulfillment of technical and regulatory obligations.

The audit must be renewed for each request to renew the registration.

Secure user identification

Platforms must implement a so-called “substantial” level of authentication, ensuring reliable identification of users accessing the services.

Pass technical interoperability tests

Before final validation, each platform must successfully complete:

These steps ensure the ecosystem will operate smoothly across all platforms.

Registration is granted for a period of three years.

It is renewable, subject to submitting a new complete file and ongoing oversight by the authorities.

New offers designed for every business profile

While the e-invoicing reform in France focuses on invoicing flows, Open Bee goes far beyond that regulatory requirement. Anticipating the varied needs of French businesses, Open Bee is launching three “PA Ready” offers that natively integrate the Approved Platform into its existing DMS solutions, taking into account the entire document lifecycle.

This comprehensive approach enables businesses to link documents together (purchase order, delivery note, invoice), implement consistency checks with versioning, timestamping, and server seals, and ensure full invoice traceability through collaborative approval workflows, evidentiary archiving (guaranteed by a certified NF-203 secure digital vault component, compliant with NF Z42-020 ) and fine-grained access-rights management. Open Bee therefore helps businesses build a Reliable Audit Trail (PAF) in France, an essential element in the event of an inspection or audit.

All of Open Bee’s PA offers are integrated into its DMS software, and the PA module is activated automatically once a PA DMS subscription is taken out.

Designed for very small businesses/SMEs with 1 to 50 employees looking for simplicity, this offer provides self-deployment of the DMS and the Approved Platform in a plug-and-play mode. It includes management of standard invoicing use cases with evidentiary archiving from 1 to 9 GB (NF-203 standard).

A turnkey solution for growing businesses with 51 to 250 employees, this packaged offer provides wizard-assisted configuration and can manage up to 15 types of administrative documents. It includes management of advanced invoicing use cases with packs of 3,000 inbound invoices and unlimited outbound invoices, evidentiary archiving from 5 to 50 GB (guaranteed by a certified NF-203 secure digital vault component, compliant with NF Z42-020 ), an integrated workflow module, and an advanced electronic signature.

Intended for large organizations with more than 250 employees, this fully modular solution offers a customizable number of licenses and user types; management of all invoicing, conversion and interoperability use cases — including the most complex; custom configuration; and scalable evidentiary archiving (guaranteed by a certified NF-203 secure digital vault component, compliant with NF Z42-020).

An integrated approach that addresses market challenges

« We observed that businesses needed different solutions depending on their size and the complexity of their operations, not just technical compliance, », explains Laurence Desoulière, Open Bee’s Marketing Director. « Our PA Ready offers integrate the Approved Platform directly into the DMS, making it possible to manage the entire document lifecycle in a single, secure environment.»

This integrated approach offers several advantages for businesses: ease of adoption with deployment of the PA module and the NF-203 secure vault on simple request; guaranteed compliance (e-invoicing in France, e-reporting in France, evidentiary archiving, electronic signature in a SecNumCloud and ISO 27001 environment); and modular solutions that evolve with the growth of the customer organization.

The offers also include support for most invoicing use cases covered by the reform, support for regulatory statuses, and a complete PA dashboard with dedicated widgets.

Ready for the French e-invoicing reform in September 2026

With its final registration obtained and its PA Ready offers now available, Open Bee positions itself as a key player to support French businesses in achieving compliance.
« We are in 2026, the year of the reform. We are not only ready: we are on the starting blocks to support our customers and partners through this major transition, », concludes Open Bee’s Marketing Director.

Beyond launching these offers, Open Bee will start tests with pilot customers in March and will continue throughout 2026 with the rollout of additional features, completion of compliance audits, and the setup of a dedicated training and support platform for customers and partners.

Based in Annecy and founded by Marc Balleydier, Open Bee supports very small businesses and SMEs across all sectors in their digital transformation. Inspired by the collaborative organization of a beehive, Open Bee technology centralizes information—regardless of the input channel—to sort, classify, validate, sign, share and securely archive it.

Open Bee is GDPR-compliant and ISO 27001 certified. Its solution is also backed by the AFNOR NF 203 Software certification, compliant with the NF Z42-020 standard for its secure digital vault component, guaranteeing document integrity and long-term preservation.

Created in 2004, the Open Bee brand launched an initial solution for indexing and classifying documents from a multifunction device touchscreen. In 2008, the company developed a complete electronic document management (DMS) and business process automation platform. Today, Open Bee offers a trilogy of packages (Essential, Advanced, Enterprise), available in 12 languages, in cloud and on-premises, and has more than 250,000 users worldwide , from very small businesses to mid-sized companies, through a network of reseller partners and a team of more than 120 employees.

The solution is hosted on a sovereign infrastructure with high energy performance, and Open Bee is a pilot customer with Orange as part of the ANSSI SecNumCloud qualification process in France.

In a context where cybersecurity, security and traceability requirements are intensifying, Open Bee fully aligns with the approach and expectations of the NIS2 directive, whose transposition into French law remains to be clarified. The DMS is a major asset for compliance, providing traceability, security, access control, and enhanced auditability.
